First Pan-European Study Maps Technology Transfer Office Landscape
Start here
The European Patent Office, together with ASTP and Fraunhofer ISI, has published the first pan-European landscape study of technology transfer offices (TTOs). The study highlights a structural bottleneck in moving Europe's research breakthroughs toward commercialization: a survey of 809 TTOs found that 90.5% are small or mid-sized, while large offices operate at a far greater scale, with six times the staff, 23 times the research expenditure of their institutions, and 16 times the invention disclosures. The findings point to a heavily skewed distribution of capacity across Europe's technology transfer system, with the resources and throughput concentrated in a minority of large offices. The study establishes a baseline for the sector and frames the capacity gap that policymakers and institutions will need to address.
