Heilongjiang Sets Primary Care Drug Stocking Standards and Expands Insurance Overspend Compensation

Heilongjiang is advancing primary care drug availability through institutional development, data sharing, and medical insurance payment safeguards, with 44 detailed measures supporting primary medical services. The guidance list of common oral medicines for community use has been expanded to 600 drugs, with routine stocking standards of more than 300 drugs for township health centers and more than 100 for village clinics. The province has pushed 12 batches totaling more than 4,000 insurance settlement records and annotated payment attributes and reimbursement policies for 650 drugs; compliant overspending on chronic disease prescription refills is fully compensated after review, and Harbin received more than 58 million yuan in compensation for the 2025 settlement.
