China Proposes Adding 40 Technologies in AI, Biomedicine and Photovoltaics to Export Restriction Catalogue

On October 16, China's Ministry of Commerce and Ministry of Science and Technology issued Announcement No. 48 of 2026, proposing to add 40 technologies across three fields — artificial intelligence, biomedicine, and photovoltaics — to the Catalogue of Technologies Prohibited or Restricted from Export, and opened the proposal to public comment. The announcement also requires pre-export interim registration for the relevant technologies.
